In what is euphemistically called ‘rendition’ is nothing but total disregard for Intentional Law and an authoritarianism to  kidnap,intern,torture of those suspected of terrorist Links.

As many as 54 countries have been complicit in the CIA’s extraordinary rendition operations in which terrorism suspects were held in secret prisons overseas or turned over to foreign governments for interrogation, a human rights organisation has said in a report.

The report, released on Tuesday, claims that foreign governments in Europe, Asia and Africa have been secretly involved in global kidnap, detention and torture of at least 136 people on behalf of the United States after September 11, 2001 attacks.

“By engaging in torture and other abuses associated with secret detention and extraordinary rendition, the US government violated domestic and international law, thereby diminishing its moral standing and eroding support for its counterterrorism efforts worldwide as these abuses came to light,” the report said.

The report by the Open Society Justice Initiative said its information was based on “credible public sources” and “reputable human rights organisations”.

The CIA declined comment on the report.

The governments accused of helping the CIA programmes included some staunch US allies such as Australia, Israel, Canada, Germany, the United Kingdom, Finland and Ireland, and some not usually viewed as US-friendly such as Iran and Syria.

The report said Tehran had transferred 15 individuals to Afghanistan, which transferred them to the US government.

Amrit Singh, author of the report, described the involvement of foreign governments as “a continuum” which included the hosting of secret CIA prisons, providing intelligence and capture and detention of prisoners.

Speaking to Al Jazeera from New York, Singh said there was “a wide variety of complicity” from all involved.

‘Globalising Torture’

“Responsibility for these violations does not end with the United States. Secret detention and extraordinary rendition operations, designed to be conducted outside the United States under cover of secrecy, could not have been implemented without the active participation of foreign governments. These governments too must be held accountable.”

While Barack Obama, US president, after taking office in 2009 ordered the closing of secret CIA detention facilities, the
executive order “did not repudiate extraordinary rendition,” the report said.

The New York-based rights group has called for the United States to end the controversial programme, close all secret prisons and investigate human rights violations that resulted from the practice.

The 256 page report, “Globalising Torture”, comes ahead of the confirmation hearing of John Brennan as director of the Central Intelligence Agency on Wednesday.

In reference to a December 2005 statement by Brennan that rendition was “absolutely vital” to countering terrorism, Singh said he “has some serious questions to answer”. Singh went on to say she hopes the report will compel the Senate “to ask what he meant by that statement”.

Internationally, OSJI wants other governments to end their involvement in the practice and take steps to ensure that counter-terrorism efforts do not violate human rights.

There seems to be no end to the weird and king-sized structures populating China’s desert — or to the explanation for these megaprojects.

Take the giant jigsaw-like grids that started the latest wave of interest in these mysteries of the Gobi. Some suggest they are hoaxes perpetrated on the Google Earth-obsessed. Jonathan Hill, a research technician at the Mars Space Flight Facility, notes that the grids can be viewed from space. So maybe they’re used to calibrate China’s spy satellites. In an interview with Life’s Little Secrets, Hill cites this white cross, which was created in the 1960s in Casa Grande, Arizona by the U.S. to calibrate their orbiting eyes in the sky.

But that doesn’t explain this Masonic-looking pair of patterns, etched into the desert. Clearly, there’s more going on than just a spy-cam focal point. Some believe it is the Yaerbashi training airfield of the Chinese air force’s 8th Flying Academy, or perhaps China’s Yaerbashi Test Range. Others wonder if it might be a giant joke played on sat-spotters.

“As to what the figure-8 things and the weird glyphs on the northern chevron are, I have no real idea,” emails former CIA analyst Allen Thomson. “Although it wouldn’t surprise me if the glyphs were made by some people who were bored out of their minds by being stuck out in the middle of nowhere and decided to have some fun with the eyes in the sky.”

1. Ukrainian Partisans

From 1945 to 1952 the CIA trained and aerially supplied Ukranian partisan units which had originally been organisedby he Germans to fight the Soviets during WWII. For seven years, the partisans, operating in the Carpathian Mountains, made sporadic attacks. Finally in 1952, a massive Soviet military force wiped them out.

2. Chinese Brigade in Burma

After the Communist victory in China, Nationalist Chinese soldiers fled into northern Burma. During the early 1950s, the CIA used these soldiers to create a 12,000 man brigade which made raids into Red China. However, the Nationalist soldiers found it more profitable to monopolise the local opium trade.

3. Guatemalan Rebel Army

After Guatemalan president Jacobo Arbenz legalised that country’s communist party and expropriated 400,000 acres of United Fruit banana plantations, the CIA decided to overthrow his government. Guatemalan rebels were trained in Honduras and backed up with a CIA air contingent of bombers and fighter planes. This army invaded Guatemala in 1954, promptly toppling Arbenz’s regine.

4. Sumatran Rebels

In an attempt to overthrow Indonesian president Sukarno in 1958, the CIA sent paramilitary experts and radio operators to the island of Sumatra to organise a revolt. With CIA air support, the rebel army attacked but was quickly defeated. The American government denied involvement even after a CIA b-26 was shot down and its CIA pilot, Allen Pope, was captured.

5. Khamba Horsemen

After the 1950 Chinese invasion of Tibet, the CIA began recruiting Khamba horsemen – fierce warriors who supported Tibet’s religious leader, the Dalai Lama – as they escaped into India in 1959. These Khambas were trained in modern warfare at Camp Hale, high in the rocky mountains near Leadville, Colorado. Transported back to Tibet by the CIA operated Air American, the Khambas organised an army number at its peak some 14,000. By the mid-1960s the Khambas had been abandoned by the CIA but they fought on alone until 1970.

6. Bay of Pigs Invasion Force

In 1960, CIA operatives recruited 1,500 Cuban refugees living in Miami and staged a surprise attack on Fidel Castro’s Cuba. Trained at a base in Guatemala, this small army – complete with an air force consisting of B-26 bombers – landed at the Bay of Pigs on April 19, 1961. The ill-conceived, poorly planned operation ended in disaster, since all but 150 men of the force were either killed or captured within three days.

7. L’armee Clandestine

In 1962, CIA agents recruited Meo tribesmen living in the mountains of Laos to fight as guerrillas against Communist Pathet Lao forces. Called l’armee Clandestine, this unit – paid, trained, and supplied by the CIA – grew into a 30,000 man force. By 1975 the Meos – who had numbers a quarter million in 1962 – had been reduced to 10,000 refugees fleeing into Thailand.

8. Nung Mercenaries

A Chinese hill people living in Vietname, the Nungs were hired and organised by the CIA as a mercenary force, during the Vietnam war. Fearsome and brutal fighters, the Nungs were employed throughout Vietnam and along the Ho Chi Minh Trail. The Nungs proved costly since they refused to fight unless constantly supplied with beer and prostitutes.

9. Peruvian Regiment

Unable to quell guerrilla forces in its eastern Amazonian provinces, Peru called on the US for help in the mid-1960s. The CIA responded by establishing a fortified camp in the area and hiring local Peruvians who were trained by Green Beret personnel on loan from the US army. After crushing the guerrillas, the elite unit was disbanded because of fears it might stage a coup against the government.

So I am not surprised at the US recruiting Neo Nazis, Thugs, Criminals and White Supremacists.

At the direction of the White House and interagency policy coordination committees, CIA undertook the covert activities described below.  There were sustained propaganda efforts, including financial support for major news media, against Allende and other Marxists. Political action projects supported selected parties before and after the 1964 elections and after Allende’s 1970 election.

• In April 1962, the “5412 Panel Special Group”-a sub-cabinet body charged with reviewing proposed covert actions-approved a proposal to carry out a program of covert financial assistance to the Christian Democratic Party (PDC) to support the 1964 Presidential candidacy of Eduardo Frei.

• Also in 1962, the CIA began supporting a civic action group that undertook various propaganda activities, including distributing posters and  leaflets.
• In December 1963, the 5412 Group agreed to provide a one-time payment to the Democratic Front, a coalition of three moderate to conservative parties, in support of the Front’s Presidential campaign.

• In April 1964, the 5412 Group approved a propaganda and political action program for the upcoming September 1964 Presidential election.

• In May 1964, following the dissolution of the Democratic Front, the “303 Committee,” successor to the 5412 Group, agreed to give the Radical Party additional covert assistance.

• In February 1965, the 303 Committee approved a proposal to give covert assistance to selected candidates in upcoming Congressional elections.

• In 1967, the CIA set up a propaganda mechanism for making placements in radio and news media.

• In July 1968, the 303 Committee approved a political action program to support individual moderate candidates running in the 1969 Congressional elections.

• As a result of 1968 propaganda activities, in 1969 the “40 Committee” (successor to the 303 Committee) approved the establishment of a propaganda workshop.

• In the runup to the 1970 Presidential elections, the 40 Committee directed CIA to carry out “spoiling operations” to prevent an Allende victory.

• As part of a “Track I” strategy to block Allende from taking office after the 4 September election, CIA sought to influence a Congressional run-off vote required by the Constitution because Allende did not win an absolute majority.

• As part of a “Track II” strategy, CIA was directed to seek to instigate a coup to prevent Allende from taking office (see discussion below).
• While Allende was in office, the 40 Committee approved the redirection of “Track I” operations that-combined with a renewed effort to support the PDC in 1971 and a project to provide support to the National Party and Democratic Radical Party in 1972-funneled millions of dollars to strengthen opposition political parties.  CIA also provided assistance to militant right-wing groups to undermine the President and create a tense environment.

CIA Director Resigns,Honey Trap or Preempt Testimony

I stated in the original that there is a suspicion that the affair could be used to influence Petraeus‘s testimony.

Here is the report to lend credence to the view.

I would not be surprised if the whole thing was engineered by The White House.

Another point is that this affair is likely to open a can of worms like Christine Keeler affair of UK.

On Tuesday night’s “Special Report” on the Fox News Channel, Washington Post columnist Charles Krauthammer suggested that federal government officials may have leveraged former CIA Director David Petraeus’ extramarital affair to influence what he told  Congress about the Sept. 11 attack on the U.S. Embassy in Libya.

“I think the really shocking news today was that Gen. Petraeus thought and hoped he could keep his job [after the affair was discovered by federal investigators],” Krauthammer said. “He thought that it might and would be kept secret, and then he could stay in his position. I think what that tells us is really important. It meant that he understood that the FBI obviously knew what was going on. He was hoping that those administration officials would not disclose what had happen and therefore hoping that he would keep his job. And that meant that he understood that his job, his reputation, his legacy, his whole celebrated life was in the hands of the administration. And he expected they would protect him by keeping it quiet.”

Petraeus briefed congressional intelligence leaders just days after the attack on Libya, reportedly telling them he believed the attack was spontaneous and not carefully pre-planned.

“And that brings us to the ultimate issue, and that is his testimony on Sept. 13,” he continued. “That’s the thing that connects the two scandals. And that’s the only thing that makes the sex scandal relevant. Otherwise it would be exercise in sensationalism and voyeurism, and nothing else. The reason that it’s important is, here’s a man who knows the administration holds his fate in his hands and he gives testimony completely at variance with what the secretary of defense had said the day before, at variance with what he heard from the station chief in Tripoli, and with everything that we had heard. Was he influenced by the fact he knew his fate was held by people in the administration at that time?”

The CIA director,David H. Petraeus has reigned from his post for his extra marital affair.

The FBI ‘stumbled’ into the evidence while checking the Director’s computer in connection with some other(?) sensitive operation.

He was to testify was scheduled to testify before a closed Congressional hearing next week on the attack in Benghazi, Libya, that killed four Americans two months ago,to give the agency’s account of the chaotic night.

Considering the power of the CIA Director, this sounds too pat.

You do not just go in and check the Director’s PC for checking.

Being a Super Spook with a Military back ground the tough talking soldier would not have left any trace or he was the wrong choice as the Director for The CIA.

Note that the FBI ‘stumbled’  into the evidence!

The relationship of the CIA with the FBI being cool at the warmest, the CIA would not have the Bureau to check on the Director.

The orders should have come from the White House for some strong reasons.

Possibility is that the security might have been compromised(there is a hint to this effect) and there could have been a ‘honey trap’

Curiously not much information on the woman involved excepting a Bio.

The other possibility is that powers that be might not have wanted him to testify in the Congress Committee with his honor in tact, to water down his testimony.

Mr. Petraeus issued a statement acknowledging the affair after President Obama accepted his resignation and it was announced by the C.I.A. The disclosure ended a triumphant re-election week for the president with an unfolding scandal.

Government officials said that the F.B.I. began an investigation into a “potential criminal matter” several months ago that was not focused on Mr. Petraeus. In the course of their inquiry into whether a computer used by Mr. Petraeus had been compromised, agents discovered evidence of the relationship as well as other security concerns. About two weeks ago, F.B.I. agents met with Mr. Petraeus to discuss the investigation.
